Charles Edward Viall was born in London in November 1849.
He eventually settled in East London where he established a drapery and clothing store in High Street on
the West Bank. He was also a general merchant.
He was elected to the Town Council unopposed for Ward 1 in August 1883 in the place of Charles Nicholls
but resigned in July 1884 on account of business. He thereupon left East London for Sterkstroom where
he became manager of T Bailey and Company.
He died of consumption in Sterkstroom on 24 October 1891, at the age of 41.
